Assistant Chief Hayward Finks

 

Assistant Chief Finks is a twenty-five (25) year veteran of the Little Rock Police Department.  He currently holds the rank of Assistant Chief of Police and is in command of the Investigative and Support Bureau.  His law enforcement career began in 1988 as a Police Cadet. He was promoted to Police Officer in 1990. As a patrol officer he received numerous awards including being selected as Officer of the Year in 1996.  While working in patrol he was assigned to a walk beat in a high crime area due to gang violence and would eventually become the first officer to work out of an Alert Center in Little Rock.  Assistant Chief Finks was also assigned as a member of the first Gang Unit as a result of escalating gang violence in the early 1990’s.  As a Sergeant, he served as a first line supervisor in the Patrol Division and also as a supervisor in the Special Investigations Division/ Street Narcotics Unit.  As a Lieutenant, he served as a Shift Commander in the Patrol Division and in the Detective Division.  As a Captain, he served as the Commander of the Administrative, Downtown Patrol, Special Operations, and Special Investigations Divisions.  Assistant Chief Finks was promoted to the rank of Assistant Chief in 2012.  Assistant Chief Finks has attended the University of Central Arkansas and obtained an Associate’s Degree from Arkansas College of Technology.  He has attended the Arkansas Law Enforcement Training Academy, Arkansas School of Law Enforcement Supervision, Southeastern Command and Leadership Academy-University of Tennessee at Chattanooga, United States Secret Service Dignitary Protective School, and various other law enforcement training schools. He is a member of the Federal Bureau of Investigations-Law Enforcement Executive Development Association, National Organization of Black Law Enforcement Executives, International Association of Chiefs of Police, the National Fraternal Order of Police and the National Black Police Association
